Member and treasurer Board of World’s Fair Commissioners for West Virginia. United States commissioner of fish and fisheries, 1898-1913. Elected to 64th Congress, May 9, 1916, for unexpired term (1916-1917) of William G. Brown (deceased).

Reëlected to 65th to 67th Congresses (1917-1923), 2d West Virginia District.
