Eton; studied in France, Germany, and Russia. Honorary Attach6atthe Embassy, Washington, 1896. Having passed the usual examination, appointed Attach^ there, 1897.
Sent to enquire into captures of British vessels during the Spanish-American War. Transferred to Athens, 1900. And unsuccessfully applied for leave to volunteer in the South African War.
Transferred to Constantinople, and passed an examination in Turkish, 1901. Transferred to Riode Janeiro, 1904, but did not take up the appointment and was transferred to Madrid.
After a few months in the Foreign Office and in charge at Belgrade was appointed Head of the Chancery and Secretary in charge of commercial affairs at Washington, 1906.
