German Arciniegas was born on December 6, 1900 in Bogota. He was a son of Rafael Arciniegas and Aurora Angueyra.

He studied law at the National University of Colombia.
From 1942 to 1946 he was a Minister of Education of the Republic of Colombia. In 1944 he was a visiting professor at the University of Chicago, at the University of California in 1945, at Columbia University in 1947.
From 1954 to 1959 he was a professor at Columbia University. From 1959 to 1962 he was an Ambassador to Italy, to Venezuela, from 1967 to 1970, to Vatican City from 1976 to 1978. From 1979 to 1981 he was a dean of the Faculty of Philosophy and Letters at the Universidad de los Andes, Bogota. Since 1980 he has been a president of the Academy Colombiana de Historia.
In 1926 he married Gabriela Vieira.
