It is an assemblage of facts and criticism rather than theoretical analysis — even his recognition that economic conditions govern population levels, rather than vice versa, was hardly new. ment for Spain is interesting, since this is presumably the policy he had recommended to Cardinal Alberoni when he was one of the latter’s advisers.
