Giju Manabe became part-time employee of House of Representatives and acting private secretary to Minister of Communications. He elected five times to House of Representatives (since 1930). Successively served as director of Tokyo Electric Industry Company, Tokyo Machinery & Tools Manufacturing Company, Ryogoku Transportation Company and Ryogoku Tsuun (Transport) Company.
Giju Manabe engaged in universal suffrage movement, and other political campaigns (1949). He became member of Central Standing Committee of Progressive Party.
