Healthcare
Morgan"s career has been mainly in healthcare, both in medicine and management and includes a period as Chief Executive of North and East Devon Health Authority. She has worked as a doctor in hospitals, general practice and public health medicine working both as a consultant and as the Director of Public Health for Leicestershire. She was President of the Institute of Health Services Management in 1997-1998 and is a past President of the International Hospital Federation.
From 2002 to 2008 Morgan was Chief Executive of the National Health Service Confederation, until it was announced that she was to become the next Permanent Secretary to the Welsh Assembly Government in May 2008.
She retired on 31 August 2012. She was made a Dame Commander of the Order of the British Empire in June 2004 and was awarded Honorary Doctor of Science by The City University, London, London in May 2006.
Welsh Assembly Government
On 20 February 2008 it was announced that she would become Permanent Secretary (heads up the civil service) to the Welsh Assembly Government on 1 May 2008. She retired from the post in August 2012.
