He attended All Saints School and Abraham Lincoln Elementary School. Smith graduated from Charlotte Amalie High School in 1966.
Smith was chosen by gubernatorial candidate Gerard Luz James as his running mate for Lieutenant Governor of the United States Virgin Islands in the 2010 gubernatorial election. James and Semith ran as Democrats, but lost the Democratic primary election. He received an associates degree in construction technology from the College of Virgin Islands, which now known as the University of the Virgin Islands.
Smith next obtained a bachelor"s degree in sociology, while minoring in both African-American studies and psychology, from Hampton University in Virginia.
He was elected President of the AFT Local 1825 teachers" union in 1984, serving as its head for ten terms. Smith ran for a seat in the 24th Legislature of the Virgin Islands.
