He planned and built for Henry H. Halleck (later General Halleck of Civil War fame) the Washington Block, completed late in 1853, afterwards known as the Montgomery Block. At the time of its erection the largest building on the Pacific Coast, it was occupied in part by the first Law Library in San Francisco; later it housed the portion of Adolph Sutro's Library now in the City Public Library. The only downtown building undamaged by the 1906 fire, it still stands, now largely occupied by studios.
Mr. Cummings was also connected with the erection of the State Capitol at Sacramento, appointed in 1865 Supervising Architect of the work, succeeding the late Reuben Clark
