Member Delaware Senate, 1862-1865, became recognized Democratic leader, elected speaker, 1865. Acting governor Delaware, 1865, governor, 1866-1871.

Opposed successively each of amendments to the United States Constitution growing out of Civil War (each rejected by Delaware Legislature).
