Entered Royal Navy 1861. Served continuously till December 1880, when appointed Private Secretary to Sir Hercules Robinson. Retired with rank of Commander, 1884.
Imperial Secretary to High Commissioners for South AJrica, 1884-1897. Or. 1892; Colonial Secretary of Mauritius since 1898; Administered the government on four occasions.
