Born in Shenandoah County, Virginia on February 6, 1806, Green Berry Samuels was a son of Isaac Samuels (1762–1819) and Elizabeth Pennybacker (1766–1824).
He first pursued classical studies, then he studied law under Judge Henry Saint George Tucker.
He was admitted to the bar in 1827 and commenced the practice of law while he resided at Woodstock, Virginia. He was elected as a Democrat to the Twenty-sixth Congress (March 4, 1839 – March 3, 1841). He was elected judge of the circuit court in 1850 and of the Court of Appeals in 1852.
He was a member of the State constitutional convention in 1850 and 1851.
