Until 1923 helped to organize Ukraine health service. From 1923 engaged in pedag work in Moscow, at first under direction of North. A. Semashko and A. V. Mol’kov. From 1931 head, Chair of Social Hygiene, then Chair of Health Service Organization(s), 2nd Moscow Medical Institute.
1938-1941 head, Department of Sanitary Statistics, Union of the Soviet Socialist Republics People's Commissariat of Health. Devised new system of post-natal care based on continuous observation, and a questionnaire method of demographic research which proved particularly useful for studying influence of economic and hygienic factors on demographic processes and principles of mass migration statistics. Supervised compilation of a history of early Russian sanitary statistics.
Criticized ” pseudo-scientific bourgeois theories” of medical and hygiene. Read papers on theory and practice of Soviet health system at various congresses. Wrote over 150 papers on theory of soc hygiene, health service organisation and sanitary statistics.
His Rukovodstvo po sotsial'noy gigiyene (Manual of Social Hygiene) (1935-1936, 1940) and Rukovodstvo po organizatsii zdravookhraneniya (Manual of Health Service Organization) (1948) became prescribed reading in medical colleges. 1950-1952 latter work was published in Bulgaria, Poland, Hungary', Rumania, Czechoslovakia and China.
