Transferred to Tula; from March 1917 secretary, Tula Russian Social-Democratic Workers’ Party Joint Committee, then Tula Russian Social-Democratic Workers ’Party (Bolsheviks) Committee.
Delegation, 6th Russian Social-Democratic Workers ’Party (Bolsheviks) Congress. After 1917 October Revol chairman, Tula Russian Social-Democratic Workers ’Party (Bolsheviks) Organisation Member, command staff of a fortified region and member, Revol-Military Council, 2nd Army.
1920 sent to Baku as secretary, Central Committee, Communist Party Azer and chairman, Baku Soviet. 1922-1929 chairman, Land and Forestry Workers’ Union and All-Union Council of Kolkhozes. 1929 head Agitation Department, Central Committee, All-Union Communist Party (Bolsheviks).
1930-1931 secretary, Moscow All-Union Communist Party (Bolsheviks) Committee. 1932-1934 chairman, Moscow Oblast Executive Committee. 1934-1936 Russian Soviet Federative Socialist Republic People's Commissar of Health.
1936-1937 Union of the Soviet Socialist Republics People's Commissar of Health. Member, All-Russian and Union of the Soviet Socialist Republics Central Executive Committee. Elected candidate member, Central Committee, All-Union Communist Party (Bolsheviks) at 14th- 17 th congresses.
Arrested by State Security organs.
