Worked at various plants in Yekaterinoslav, Khar’kov and Nikolayev and in the mines of the Donbass. From mid-1890’s engaged in underground revol work, printing and distributing proclamations and illegal lit and participating in strikes. Joined Social-Democratic circles in Yekaterinoslav.
Frequently arrested and imprisoned. 1905-1907 organized political activities of Yekaterinoslav and Yekalerinin railroad workers. 1905 co-founded, Yekaterinoslav Soviet of Workers’ Deputy.
Member and secretary of this Soviet, and secretary of the Yekaterinoslav Combatant Strike Committee. 1906 emigrated to Germany. 1907 returned to Russia and worked at plants in Mariupol’.
1912 elected member, 4lh State Duma, representing Yekaterinoslav Province workers' curia. 1913 attended Cracow and Poronin Russian Social-Democratic Workers’ Party Central Committee conferences with Party workers. November 1914, together with other Bolshevik deputy, arrested, sentenced to deprivation of rights and settlement in Eastern Siberia.
Exiled to Turukhan Kray. 1916 arrested in Yeniseysk and exiled to Yakutsk. Togesthcr with Ye. Yaroslavskiy and South. Ordzhonikidze, organized 1917 February Revol in Yakutsk.
Chairman, Yakutsk Public Security Committee and Yakutsk Oblast Commissar. After 1917 February Revol and his return from exile carried out revol work in Petrograd. Helped prepare and carry out October Revol, November 1917 — March 1919 Russian Soviet Federative Socialist Republic People's Commissar of Internal Affairs, took part in peace negotiations with Germany and signed 1918 Treaty of Brest-Litovsk.
1919-1939 chairman, All-Ukraine Central Executive Committee and deputy chairman, Union of the Soviet Socialist Republics Central Executive Committee, deputy, Union of the Soviet Socialist Republics Supreme Soviet of 1st convocation. 1938 deputy chairman, Presidium, Union of the Soviet Socialist Republics Supreme Soviet. 1920, at 9th Party Congress, elected candidate member, Central Committee.
1921-1939 member, Central Committee, All-Union Communist Party (Bolsheviks). 1926-1939 candidate Political Bureau member, Central Committee, All-Union Communist Party (Bolsheviks). 1939 removed from all political posts and his sons were arrested.
