From age 15 sailor; 1908-1913 Party work in Omsk and Pavlodar. From 1913 worked in Saint St. Petersburg and took part in strikes, three times arrested. On one occasion exiled for four years.
After 1917 February Revol agitator, Petrograd Committee. After 1917 October Revol worked in the provinces organizing Soviet rule. During Civil War head, Polit Department, 7th Army in Campaign against General Yudenich.
From 1922 chairman, Petrograd Trade-Union Council. Deputy chairman, Petrograd Soviet. Deputy chairman, Economy Conference, Labor and Defense Council.
From 1925 secretary, Leningrad Russian Communist Party (Bolsheviks) Committee. At 8th, 12th, 13th and 14th Party Congresses elected member, Central Committee, All-Union Communist Party (Bolsheviks). At 14th All-Union Communist Party (Bolsheviks) Congress sided with Trotskyist opposition.
Foreign this expelled from Central Committee, and in December 1927 expelled from Party. 1928 recanted his errors and readmitted to Party. 1931 Board member, Centr Grain and Cattle Raising Board.
January 1935, after Kirov's assassination, arrested and sentenced to eight year’s imprisonment for “active membership of Moscow Center counterrevol group”. August 1936 re-tried for membership of “Trotsky-Zinov’yevite Terrorist Center”.
