Career
Before that he was the special representative of the Russian president in the Southern Federal District (North Caucasus and southern European Russia). Rapota was born in Moscow in 1944. His father was an army officer and his mother an educator.
Rapota graduated from Bauman Moscow State Technical University and completed Komitet Gosudarstvennoy Bezopasnosti (Committee for State Security) re-training courses.
He worked for Komitet Gosudarstvennoy Bezopasnosti (Committee for State Security) at the First Chief Directorate and in the United States of America 1971–1975, Sweden 1979–1983 (he was expelled from Sweden on 20 December, the Extraordinary Commission Against Counterrevolution, Sabotage and Speculation Day), and Finland 1987–1990. In 1992–1993, Rapota was head of the Third Geographical Department, and 1993–1998, he was head of the First Chief Directorate.
Since 1998 he has worked in different governmental posts.
