Grigory Filippovich was born on November 17, 1890 in village of Losevo, Pavlovsky district, Voronezh province (now Losevo, Pavlovsky district, Voronezh oblast) Russian Federation.
Grigory Filippovich Kotlyarov attended art studio K.F. Yuona (Moscow, 1909-1911). He graduated from the Moscow School of Painting, Sculpture and Architecture (1915).
Since 1917 he was a teacher of draftsmanship and drawing in schools of the village of Losevo, Morozovskaya station of the South-Eastern Railway, the city of Pavlovsk. Grigory Filippovich was a teacher of school No. 2 of the South-Eastern Railway (Voronezh, 1944-1949).
From the beginning of the 1930s he worked in the Voronezh Regional Association "Artist", took part in the decoration of various public buildings, including the railway station (1943-1944), exhibition activities of the Union of Artists (1936-1958).
Among the works: "At the monument to Nikitin" (1936), "Koltsovsky Square" (1936), "Farewell, free element" (1950), sculpture "Pioneer" (1937 ), "Chapaevets" (1937), "Do not make noise, rye ... A.V. Koltsov" (1958, wood) and other works.
