Grigory Fyodorovich graduated from the radio engineering department of the Saratov Polytechnic Institute (now Saratov State Technical University) (1969).
Grigory Fyodorovich was an engineer of the Voronezh Research Institute of Semiconductor Engineering (1969-1972). He was on Komsomol and party work in NGO "Electronics" (1972-1981). Grigory Fyodorovich was a deputy director of the Processor plant (1981-1992). He was a general director of the Chernozemye Association (1992-2001).
Grigory Fyodorovich has been chairman of the Executive Committee of the Association "Central Chernozem" (since 2001), at the same time is an associate professor of the Department of Economics and management of the Voronezh branch of the Russian Academy of Public Administration under the President of the Russian Federation (since 2000). The Coordination Council for culture (under the Chernozemye Association), which was created on Fyodorov's initiative, financed major music festivals, various creative competitions, the organization of museums, and the publication of books on local history and culture.
