Career
Company-founder (with Guillermo R. Calderón) of El Siglo of Bogotá, 1896. First secretary of legation in Paris, Berne, and Berlin, 1899-1900. Secretary of Public Education and of Government of Cundinamarca, 1901.
At one time civilian and military head of the Department of Cauca.
Declined the posts of Minister Plenipotentiary to Ecuador and Chile, et cetera Twice governor of Cauca.
Minister of Finance under Presidents Reyes and Ospina, of Public Instruction under Marroquin and Restrepo, and of War under Concha. At one time president of the National Senate.
Twice candidate for the Presidency (1918 and 1930).
Titular professor of political economy in the University of Cauca. Rector of the same, 1928. Member of the Advisory Commission of the Ministry of Foreign Affairs and delegate to the Leticia Conference of Rio de Janeiro, 1933.
