Gyokyo was born in Bingo (Hiroshima Prefecture), the elder brother of Ekishin who resided at the Ninnaji Temple. His family name was Kino.

In 857, he visited the Usa Hachiman Shrine and, after offering up prayers for several weeks, dreamed that Otokoyama in Kyoto was the most sacred and suitable place in which to erect a branch shrine of the shrine. He reported his dream to Emperor Montoku and a shrine was built there. This was the origin of the Iwashimizu Hachiman Shrine.
