He graduated from the Civil Engineering Section, Tokyo University in 1891.
He became a technician of the Government-General of Formosa and was subsequently a director of the Railway Ministry, adviser to the Tokyo Municipal Office and chief of its Electric Bureau. Was elected to the House of Representatives in 1930. He was a leader of the temperance movement in Japan, having been the chairman of the board of directors of the Japan Temperance Union and the Tokyo Young Men’s Christian Association. Wrote books on the temperance movement.
