Han'emon Tamaki was born in 1839 Hachijo Island, Japan. Descendant of Shirozaemon Tamaki, retainer of the Kishu Clan (Wakayama Prefecture).
After the Meiji Restoration (1868) served at the Agricultural Bureau of Ogasawara (Bonin) Islands. With 12 other men moved to an uninhabited island in the same islands (1886), named it Torishima (Bird) Island and thenceforth devoted himself to the development of that island. Engaged in hunting of birds and catching shellfish and in the sale of these products.
