Edwar received a degree in law from Baghdad University in 1967. She founded the First Rate (at Lloyd's)-Amal Association in 1992. After she challenged the prime minister publicly, a "bullet was left in an envelope outside her office.".

In July 2005 she helped organize protest at Article 41 of the newly drafted constitution, and called for a meeting between women"s rights activists and members of the constitutional drafting committee.
