Hansaku Yoshioka was born in 1859 in Kumamoto Prefecture, Japan.
After graduating from Naval Academy was commissioned into the Imperial Navy. Was in charge of naval gunnery with the rank of vice-admiral during the North China Incident (190G) and the Russo-Japanese War (1904-1905). Later, was in turn, captain of warship Kongo, chief of staff of Combined Fleet, director of Gunnery School. Was placed on the reserve list (1925) and thereafter devoted his time to completing "History of Naval Gunnery."
