Mukhia was born on February 1, 1939 in India; the son of Deshraj and Rampiari (Malhotra) Mukhia.
Mukhia received a Bachelor of Arts degree in history from Kirori Mal College in 1958. Eleven years later he earned his Ph.D. from Delhi University.
Mukhia began his career as a lecturer at Kirori Mal College in 1960 and had held the position for three years. In 1964, he took the same position at Rajdhani College, where he worked until 1969. Also Harbans served as a lecturer at Hindu College from 1967 to 1970. In 1971, Mukhia became an associate professor at Jawaharlal Nehru University. Since 1983 he has been a professor of medieval history at the Centre for Historical Studies of that university. Harbans was a rector of Jawaharlal Nehru University from 1999 to 2002 and retired in February 2004.

2008Mukhia is a member of Indian National Sciences Academy and Indian Council of Historical Research.
On September 28, 1966 Harbans Mukhia married Banani Majumdar. They have two children.
