Ryder was born on July 11, 1938 in Mount Vernon, Illinois, United States; the son of Harl Edgar and Pearl (Kirkpatrick) Ryder.

Ryder received an Associate of Arts degree from Mount Vernon Community College in 1958. Two years later he earned his Bachelor of Arts degree and a Master of Science degree in 1961 from the University of Illinois. Also in 1967, Harl was given a Doctor of Philosophy degree from Stanford University.
Ryder began his career as an assistant professor of economics at Brown University, in 1965. Two years later he was appointed a chairman of economics department at the same university and held it until 1981. Also Harl worked as a professor at that university from 1973 to 2005. Since 2005 he has been a professor emeritus at Brown University.
Ryder contributed to the growing mainstream of neoclassical economics, which posits that the value of an item is not dependent on the costs required to make it, but the usefulness the item has to the end consumer.
For his services to modern economics, Ryder was selected for inclusion in numerous volumes of Who's Who in Finance and Business, Who's Who in America, Who's Who in American Education, Who's Who in the East and two volumes of Who's Who in Science and Engineering.
Ryder is a member of American Economics Association and Econometric Society.
On June 30, 1970 Harl Ryder married Mary Irene Kingsolver. They have 3 children.
