Principal contributions in public sector and urban economics. A series of papers (many co-authored with J. D. Rodgers) traced out the relationship between utility interdependence and the logic of redistribution, indicating the conditions under which transfers are required to achieve a Pareto optimum (in contrast to the then-prevailing view that redistribution must be justified by an external value judgement). Subsequent papers examined the empirical underpinnings of redistribution through public choice, examining charitable contributions and voter atti
tudes toward welfare spending, and developed the concept of transitional equity, which is central to the problem of sustaining fairness in rule change.
Research in progress defines the economic content and implications of patterns of extended preference, including concepts of antipathy (with S. Nitzan). Examines the relationship between attitudes toward risk and distributional choice (with E. Kleiman). And develops a model of addictive behaviour (with T. Barthold).
