Sloan was born on December 12, 1881 in Westfield, New Jersey, United States; the son of Theodore Reber Sloan and Miriam (Hickman) Sloan.
Sloan received a Bachelor of Arts degree in Divinity from Drew Theological Seminary (nowadays Drew University) in 1908. Nine years later he earned his Doctor of Divinity degree from Taylor University. Then in 1931, Harold was given a Doctor of Laws degree from Asbury College (nowadays Asbury University). In 1940, he received a Doctor of Sacred Theology degree from the University of Pennsylvania.
Sloan began his career as a minister at New Jersey Conference of the Methodist Episcopal Church in 1906. He served various churches and as a district superintendent. Harold was elected a delegate to the General Conference in 1920 and to every subsequent General Conference until 1936. Also in 1936, he became an editor of the New York Christian Advocate and held it for five years.

2010Sloan was a leading conservative within the denomination. He lead the movement to reform the Course of Study in 1920. Harold started a publication "Call to Colors" which later merged with another magazine to form "The Essentialist".
Sloan was a trustee of Drew University and Asbury University.
On April 3, 1908 Harold Sloan married Ethel Beatrice Buckwalter. They had two children.
