Entered Indian Civil Service 1881, and was posted to Madras, where he filled from time to time the usual administrative posts, and also served as Under Secretary to Government under SirM. E. Grant Duff and Lord Connemara, as Secretary under Lord Ampthill, and as Private Secretary to Sir Arthur Havelock. Directed the Census operations, 1891, and wrote the report. InspectorGeneral of Police in Madras, 1898.
After officiating as Deputy Secretary to the Government of India, became Secretary to the Police Commission appointed by Lord Curzon, 1902. First Director of Central Criminal Intelligence Department, India, 1904. Indian Civil Service; Home Secretary to Government of India since 1908.
