Mohr was born on October 27, 1939 in New York City, New York, United States; the daughter of Solomon and Jeanette (Shein) Boris.
Mohr received a Bachelor of Arts in Psychology of Women from Lone Mountain College (nowadays USF's Lone Mountain Campus) in 1977.
Mohr lectured in the Bay Area, including the Institute of Transpersonal Psychology Graduate School and DeAnza College. She was a speaker at the annual conferences of the American Psychological Association and the International Transpersonal Psychology Association. During the 1980`s, Harriet was internationally recognized as a writer in the field of human development.
Also she was a guest columnist for The Japan Times. In 1985, Mohr made a video documentary in England, showing interviews she conducted with members of the British government, academia and business communities. Since 2010 she has been a co-founder and author of the Haiti Jewish Refugee Legacy Project.

2004Mohr is a member of Organization Development Institute, Jewish Professional Women's Organization, International Association of Quality Circles, American Society for Training and Development and Analytical Psychology Club.
On October 26, 1962 Harriet Mohr married Bill Mohr. They have a child.
