Education

Bachelor of Arts, Stanford University, 1910, Mechanical Engineering, 1911. Bachelor of Science, Occidental, 1911. Graduated from the United States Army School of Military Aeronautics, 1925.

Career

Instructor mechanic engineering, Stanford, 1911-1912. Successively assistant state mechanic engineer, state road engineer and state water supply engineer, California, 1913-1917 and 1920. Private engineering practice, 1921-1924 and 1926.

Became connected with Aeronautics Branch, unites states department Commerce, February 1927, as senior business specialist. Made lecture tour of the United States. Was engineer-executive of Fact-Finding Committee on Airport Facilities for New York Metropolitan District and organized airport advisory service of the department.

Appointed chief Division of Airports and Aeronautic Information, 1928. Director Aeronautic Development, unites states department Commerce, 1929-1933. Directed program of research on aids to air navigation.

Technical advisor to the United States delegation to 4th Pan-American Commercial Conference. Chairman National Cooperative Research coms. on aero.

Member interdepartmental Committee on Civil Airways, and Federal Board of Surveys and Maps. Captain, A.C., United States Army (airplane engineering div.), 1917-1919. Member Air Corps Reserve from 1919.
