He studied Civil Engineering at the Ohio State University, and after he was graduated entered Washington University at St Louis as a student in architecture.
For a brief period he worked in New York as draftsman in the U. S. Office of Immigration, and on leaving there was employed for a time in Washington in the office of the U. S. Supervising Architect. In 1912 Mr. Frost moved to Chicago where he joined Edward H. Bennett s office, remaining an associate until 1923, subsequently became a member of the firm of Bennett, Parsons & Frost.
In collaboration with Mr. Bennett he formed the Chicago Plan Commission, and was head of the staff that established the Zoning Ordinance for the city. Mr.Frost also participated actively in preparing City Plans for several other municipalities, including Palm Beach, Fla., St. Paul, Minn., Brooklyn, N.Y. and Buffalo. During World War I he was associated with his partners in designing Government Buildings in Washington, and in more recent years, prior to the second World War, he went to the Philippines, and for President Quezon prepared plans for the "Queen City" and its proposed Exposition, and m addition directed the actual construction.
