He attended public schools at Washington and Coolidge Grammar Schools. He played both baseball and football at San Gabriel High School where he graduated in 1962. He graduated in 1966 with a Bachelor of Surgery degree in Social Science.

He ran for the United States Congress as a Republican in California"s 29th District. Born to Greek immigrants parents Mary and Peter Scolinos, the Scolinos family built a home in San Gabriel, California in 1947. Scolinos" mother still lives in that same house today.

Along with two grandchildren. After college graduation, Scolinos enlisted in the United States. Army and was sent to Officer Candidates School to become a 1st Lieutenant in the Infantry in 1967.
He subsequently attended Military Intelligence School and went on to serve in the Vietnam War in 1969. Upon receiving his honorable discharge from the Army in 1970, he enrolled in night law school while working full-time for the Automobile Club.
