Born in Chicago, Illinois, Semrow served in the United States Navy during World World War World War II From 1957 until 1961, Semrow served in the Illinois House of Representatives as a Democrat. In 1961, President John F. Kennedy appointed Semrow postmaster of Chicago and he served until 1966. From 1966 to 1970, Semrow served on the Cook County Board of Commissioners.
In 1970 Semrow served on the Cook County Board of (Tax) Appeals until his death.
He owned the radio station WNMP, in Evanston, Illinois, and he also owned the baseball team in Davenport, Iowa: the Quad Cities Angels. He died of cancer in Chicago, Illinois.
