Entered Civil Service of Victoria after examination as a junior, 1863. Rose through all grades and became Secretary for Trade and Customs in that state, 1891. Standing Counsel to Marine Board, 1886-1901.
Graduated with honours in Law, 1884. Called to Bar, 1885; admitted as Master of Laws, 1886. Doctor of Laws, 1891.
Transferred to Commonwealth service, 1901. Matriculated at University, and completed University course after entering the Civil Service. Attended Imperial Conference on Shipping Laws in London in 1907 as an official delegate from Australia. Imperial Service Order 1903; Justice of the Peace; Barrister - at - Law; Permanent Head of Department of Trade and Customs, Commonwealth of Australia and Comptroller-General of Customs.
