Graduated from the Law Department of Tokyo University (1918), and entered the Ministry of Foreign Affairs.
In 1918 Haruhiko Niishi entered the Ministry of Foreign Affairs. After serving as director of the Europe and Asia Department, appointed minister to Soviet Union in 1940 to assist Ambassador Tatekawa. Appointed Vice-Minister of Foreign Affairs in 1941 under Minister Togo. Appointed ambassador to Australia in 1952 and ambassador to Great Britain in 1955-1957.
