After graduating from high school in Wakaw, Cenaiko attended the University of Saskatchewan in Saskatoon, then moved west to Calgary where he began training with the Calgary Police Service.

On November 25, 2004, he was sworn in as Alberta"s Solicitor General. He did not seek re-election in the 2008 election. Cenaiko served 25 years with the Calgary Police Service.
15 of those years were spent walking the beat and working (in both uniform and undercover) in downtown Calgary.
At the time of his retirement, he was an Inspector with the Bureau of Community Policing Services. Cenaiko was recognized with a Chief"s Commendation Award for his undercover work with the Calgary Police Service.
Cenaiko also chaired the Ambulance Advisory and Appeal Board and the Alberta Vehicle Theft Committee. The Child Welfare Acting Review, which culminated in the Strengthening Children, Families and Youth Report, formed the bases for a new Child Welfare Amendment Acting as well as the Family Support for Children With Disabilities Acting.
Harvey is now the Chair of the National Parole Board of Canada.
Cenaiko"s past community work includes board involvement with the Calgary Regional Health Authority, Kerby Centre Shelter for Abused Seniors, as well as numerous police-related community and provincial committees. He is presently a:
Member, British Air Commonwealth Memorial Statue Committee;
Member, Lougheed Residence Advisory Board. And
Honorary Member, Naval Officers Association of Canada.
Cenaiko was elected to his second term as for the riding of Calgary-Buffalo on November 22, 2004. In addition to his role as Modern Language Association, Cenaiko has acted as a member of the Standing Committee on Public Accounts and the Standing Policy Committee on Justice and Government Services. In addition, Cenaiko was a member of the Modern Language Association Policing Review Committee and the Government Modern Language Association Committee Considering a Review of the Labour Relations Code.
