Graduate Central Teachers College of Pennsylvania, 1891. Bachelor of Laws, Georgetown University, 1905.

Career

Teacher public schools of Pennsylvania 6 years. Served with 5th Regiment Pennsylvania Volunteer Infantry, Spanish-American War, 1898. Appointed clerk Census Office, May 24, 1900.

Advanced to chief administrative grade.

Chief statistician for cotton and oils division, in general charge of the several processes involved in the collection, compilation and publication of the periodical reports of cotton ginned, cotton consumed and on hand, activity in cotton spinning, cottonseed and cottonseed products, and animal and vegetable fats and oils.
