Resigned cadetship and went up to Oxford. Associated with Ruskin College, Oxford, from its foundation in 1899. General Secretary at College, 1899-1902.
Vice-Principal, 1902-1907, then Chairman of Executive Committee. Chair of Public Administration created for him at Bristol, 1907. Invited by Government of Bombay to visit India and advise upon teaching of higher economics and commerce, 1908.
Professor of Public Administration, University of Bristol. Lecturer to London School of Economics and Political Science. Assistant editor of Economic Journal.
Chairman of Executive Committee, Ruskin College, Oxford. Queen’s College, Oxford; Member of Parliament (Liberal), Northampton, since 1910.
