Studied at Kensington Grammar School.
Career
Served in India in Public Works Department up to 1868. Appointed Municipal Engineer of Bombay in 1868, and an engineering inspector under the Local Government Board in 1873. Made Chief Engineering Inspector in 1888. Late Royal Engineers; late Chief Engineering Inspector, Local Government Board; as a Civil Engineer.
