Emperor 03111 thought it a good Zuku (owl). In the reign of Emperor Ojin, the emperor sent Nagae-no-Sotsuhiko Katsuragi to Kara (a country in Korea) as his envoy. Because the king of Shiragi (another country in Korea) detained Sotsu- hiko and refused to return him to Japan for three years, the emperor ordered Zuku to bring back Sotsuhiko.
He went to that country and brought back the detained envoy as well as some people of the Yuzuki family. After the demise of Emperor Ojin, Prince Sumiyoshi- no-Naka-no-oji rose in revolt and Zuku followed the Crown Prince (later Emperor Richu) in his flight to Naniwa (Osaka). Later they returned to Yamato (Nara Prefecture) and Zuku assisted the Crown Prince to ascend the Throne. He began to attend State affairs together with Machi Soga in 401 but soon died.
