Kämpfer was born in Holzminden in the Duchy of Brunswick (present-day Lower Saxony) on 31 March 1901, the son of August Kämpfer and Hermine Weddige.

He served in the Ordnungspolizei (Order Police) in Crimderode (later renamed Krimderode) near the city of Nordhausen in Thuringia from 1937 to 1943. He was christened Karl Friedrich August Kämpfer. Kämpfer initially worked as a labourer, but joined the police on 22 February 1934.
He served first in Sargenzell, Kreis Hünfeld as an Oberwachtmeister.
In 1935 he was promoted to Hauptwachtmeister rank. While he was there, he contracted tuberculosis and was hospitalised from June to September 1936 at the Staatskrankenhaus der Polizei in Berlin.
In October 1937 Kämpfer moved to Crimderode near to Nordhausen in Thuringia. He was promoted to Meister.
Kämpfer married Frieda Anna Johanne (born Mittendorf), and they lived in Nordhäuser Strasse 32 in Crimderode.
Kämpfer joined the on 13 July 1925, with membership number 10502. He also a holder of the Gau Thüringen Commemorative Badge, awarded to the thousand most senior fighters of Gau Thuringia. Kämpfer died aged 42 of tuberculosis of the lung on 14 April 1943 at the Staatkrankenhaus in Nordhausen.
After his death, Kämpfer"s family petitioned the Gauleiter of Thuringia to officially transfer to them ownership of his Party membership book and his Golden Party Badge and award certificate.
Martin Gross, the Gauschatzmeister approved this request and wrote to the central party authorities in Berlin to inform them. He received a confirmation letter from Oberreichsleiter Schneider
