Though the public mind is full of the problems of social reform, it is remarkable how little literature, combining trained observation in the social field with reasonable theory, is available for the general reader. The present volume of studies has been brought together with the view of helping to fill this gap, and of indicating, however imperfectly, the sort of work by which it should further be filled. The contributors may claim that they have all attempted to qualify as social students in two definite ways. They all possess prolonged and systematic experience in practical efforts to improve the condition of the poor, and they have all paid careful attention to the methods and principles of social reform. Their studies, written on different occasions, with different purposes, and drawn from different fields of observation, appear, when compared together, to have a single principle at their root. The writers have seen and felt as well as reflected that the individual member of society is above all things a character and a -will, and that society as a whole is a structure in which will and character are the blocks with which we build. The second, Part VII., which is a comprehensive survey of the charities of the country and their administration, is no less important from the point of view of the charitable relief of distress ;and if the reader of the following chapters fails to find them convincing, he may confidently look for their fuller justification in the Report itself. The marginal references are to the Parts, chapters and paragraphs of the Report. Notwithstanding all omissions, however, I hope that I may have succeeded in making clear the main intention of the Report. That intention, in few words, is to substitute a vital and organic system of combined public and voluntary assistance for the mechanical routine of the Poor Law on the one hand, and the confused chaos of charity on the other. If this intention is to be carried into effect it can only be by the combined effort of all who are interested in bringing help and strength to the poorer and weaker members of the community. She obtained first class honours in the Moral Sciences Tripos at Newnham College, Cambridge. She is best known as one of the leaders of the Charity Organization Society in Britain. Bosanquet was a major influence on the Majority report (Poor Law), which was published in 1909, which arose out of the Royal Commission on the Poor Laws and Relief of Distress 1905-1909.
Her influential English translation of Christoph von Sigwart"s Logic appeared in 1895.
