He earned a doctorate of law at the University of Vienna in 1963 and attended the College of Europe in Bruges, Belgium 1963-1964.

In 1965, he joined the Austrian foreign service. From 1993 to 1999, he was Ambassador to the United States and The Bahamas. On 1 October 2005, he was appointed as a judge at the International Tribunal for the Law of the Sea, and was the tribunal"s vice president from 2008 to 2011.
