He attended the Newark Academy, now the University of Delaware.
"Houston" is pronounced "house-ton," unlike the city in Texas with the same spelling. He lived in Missouri from 1872 until 1875, when he returned to Millsboro. After teaching school for five years, Houston engaged in mercantile pursuits, lumber manufacturing, and banking.
Houston was elected to the United States. House of Representatives in 1902.
During this term he served in the Democratic minority in the 58th Congress. He did not seek reelection in 1904, and served one term, from March 4, 1903 until March 3, 1905, during the administration of United States. President Theodore Roosevelt.
Houston died at Milford, Delaware and is buried in the Brotherhood Cemetery at Millsboro. Elections are held the first Tuesday after November 1.
