He was the son of a Quaker wine merchant and educated at the academies at Hoxton and Warrington before studying at Edinburgh University in the early 1770s.

He was elected a Fellow of the Royal Society in February 1782. He was Secretary to the Board of Control and tried for high treason in 1794. He was buried in Street Mary"s, Ealing.
