Belfield attended Rugby School in Warwickshire and Oriel College, Oxford.
He was a qualified barrister in 1880 and practiced law in England until 1884. Sir Henry joined Malayan Civil Service from 1884 until 1912. He served British Malaya for almost 28 years, including became the British Resident for three Malay states.
The British Resident of Negeri Sembilan (1901–1902), British Resident of Selangor (1902–1910), and British Resident of Perak (1910–1912).
Sir Henry posted as the Governor of Kenya from 4 October 1912 – 14 April 1917.
