Bellingham was born on March 29, 1955 in Cheltenham, Gloucestershire, United Kingdom; the son of Arthur Henry Bellingham and June Marion Cloudesley Smith.
Bellingham was privately educated at Wellesley House School and Eton College. In 1977, he received a law degree at Magdalene College. Henry was also trained at the Inns of Court School of Law (nowadays City Law School).
Bellingham joined the Middle Temple in 1978 and practised as a barrister for eight years. He first entered Parliament at the 1983 election after winning the seat for North West Norfolk. Henry held his seat until being defeated during the 1997 election. He regained his former seat at the election in 2001. Bellingham was re-elected as a member of parliament for North West Norfolk at the 2015 general election and 2017 general election.
In addition, Henry, between 1983-2003, served on three different Select Committees - Environment, Norther Ireland and Trade and Industry. He was parliamentary private secretary to Malcolm Rifkind from 1991 to 1997. In July 2002, he was appointed a shadow minister for trade and industry. Then in May 2005, Bellingham became an opposition whip in the Whips Office. In November 2006, he took a position of a shadow minister for the department of constitutional affairs. In 2010, Henry joined the Foreign and Commonwealth Office as a Parliamentary Under Secretary of State, William Hague, and also served as the Minister for Africa, the Caribbean, the Overseas Territories, the United Nations and conflict issues until September 2012.
Bellingham worked as a chairman of the All Party Group on the Commonwealth from 2013 to 2016. In 2014, he held the same position at the Westminster Foundation for Democracy. Since 2014 Henry has chaired the Policy Research Unit, Ltd. In 2018, he was appointed the Prime Minister's Trade Envoy to Libya.
Bellingham was a member of parliament for North West Norfolk from June 1983 to May 1997. He lost his seat in 1997, but regained it in 2001 and has since retained it.
Henry is treasurer of the Lords and Commons Cricket Club. He was a member of Cambridge University Liberal Club.
In 1993, Henry Bellingham married Emma Whiteley. They have a son.
