Martin was born in Paterson, New Jersey on May 13, 1872. He was admitted to the bar in 1895 and commenced practice in Paterson. Martin was elected as a Republican to the Fifty-ninth Congress, serving in office from March 4, 1905-March 3, 1907, but was not a candidate for renomination in 1906.
After leaving Congress, he resumed the practice of law in Paterson, and served as the postmaster of Paterson from 1926-1935.
He was interred in Cedar Lawn Cemetery in Paterson.
