Joko-Smart has a Bachelor of Arts in classics and a Diploma in Education from the University of Durham, United Kingdom, Bachelor of Laws (first class honours) and Master of Laws from the University of Sheffield, United Kingdom and a Doctor of Philosophy in law from SOAS, University of London. He was called to the bar at Gray"s Inn in London in 1965. From 1966 to 2000 he was a lecturer, senior lecturer and professor of law, and dean of the faculty of Law at the University of Sierra Leone.
He has also served as dean of the faculty of economic and social studies.
From 2000 to 2005 he served as a justice of the supreme courts of Sierra Leone and The Gambia. From 2006-2007 Joko-Smart was commissioner of Sierra Leone"s Anti Corruption Commission (Administrative Committee on Company-ordination).
Joko-Smart is married to Daisy Smart, formerly Tucker, sister of former first lady Patricia Kabbah. They have four children, Sybil, Henry Junior., Sylvia and Horace.
He has four grandchildren, Yasmine, Alexander, Anton, and Janine.
He has also been affiliated with the United Nations in several capacities, including serving as chairman of the United Nations Commission on International Trade Law, New York City, United States of America and member of the panel of arbitrators, International Center for the Settlement of Investment Disputes, Geneva Switzerland.
